International relations

 

The field of international relations dates from the time of the Greek historian Thucydides.

International relations (IR) is the study of relationships among countries, the roles of sovereign states, inter-governmental organizations (IGO), international non-governmental organizations (INGO), non-governmental organizations (NGO), and multinational corporations (MNC). International relations is an academic and a public policy field, and so can be positive and normative, because it analyzes and formulates the foreign policy of a given State. As political activity, international relations dates from the time of the Greek historian Thucydides (ca. 460–395 BC), and, in the early 20th century, became a discrete academic field (No. 5901 in the 4-digit UNESCO Nomenclature) within political science. However, international relations is an interdisciplinary field of study. Besides political science, the field of international relations draws intellectual materials from the fields technology and engineering, economics, history, and international law, philosophy, geography, and social work, sociology, anthropology, and criminology, psychology and gender studies, cultural studies and culturology. The scope of international relations comprehends globalization, state sovereignty, and international security, ecological sustainability, nuclear proliferation, and nationalism, economic development and global finance, terrorism and organized crime, human security, foreign interventionism, and human rights.

 

 

International relations theory

 

International relations theory is the study of international relations from a theoretical perspective; it attempts to provide a conceptual framework upon which international relations can be analyzed. Ole Holsti describes international relations theories act as a pair of colored sunglasses, allowing the wearer to see only the salient events relevant to the theory. An adherent of realism may completely disregard an event that a constructivist might pounce upon as crucial, and vice versa. The three most popular theories are realism, liberalism and constructivism. International relations theories can be divided into "positivist/rationalist" theories which focus on a principally state-level analysis, and "post-positivist/reflectivist" ones which incorporate expanded meanings of security, ranging from class, to gender, to postcolonial security. Many often conflicting ways of thinking exist in IR theory, including constructivism, institutionalism, Marxism, neo-Gramscianism, and others. However, two positivist schools of thought are most prevalent: realism and liberalism; though increasingly, constructivism is becoming mainstream.

 

 

History

The history of international relations can be traced back to thousands of years ago; Barry Buzan and Richard Little, for example, consider the interaction of ancient Sumerian city-states, starting in 3,500 BC, as the first fully-fledged international system.

The history of international relations based on sovereign states is often traced back to the Peace of Westphalia of 1648, a stepping stone in the development of the modern state system. Prior to this the European medieval organization of political authority was based on a vaguely hierarchical religious order. Contrary to popular belief, Westphalia still embodied layered systems of sovereignty, especially within the Holy Roman Empire. More than the Peace of Westphalia, the Treaty of Utrecht of 1713 is thought to reflect an emerging norm that sovereigns had no internal equals within a defined territory and no external superiors as the ultimate authority within the territory's sovereign borders.

The centuries of roughly 1500 to 1789 saw the rise of the independent, sovereign states, the institutionalization of diplomacy and armies. The French Revolution added to this the new idea that not princes or an oligarchy, but the citizenry of a state, defined as the nation, should be defined as sovereign. Such a state in which the nation is sovereign would thence be termed a nation-state (as opposed to a monarchy, or a religious state). The term republic increasingly became its synonym. An alternative model of the nation-state was developed in reaction to the French republican concept by the Germans and others, who instead of giving the citizenry sovereignty, kept the princes and nobility, but defined nation-statehood in ethnic-linguistic terms, establishing the rarely if ever fulfilled ideal that all people speaking one language should belong to one state only. The same claim to sovereignty was made for both forms of nation-state. (It is worth noting that in Europe today, few states conform to either definition of nation-state: many continue to have royal sovereigns, and hardly any are ethnically homogeneous.)

The particular European system supposing the sovereign equality of states was exported to the Americas, Africa, and Asia via colonialism and the "standards of civilization". The contemporary international system was finally established through decolonization during the Cold War. However, this is somewhat over-simplified. While the nation-state system is considered "modern", many states have not incorporated the system and are termed "pre-modern".

Further, a handful of states have moved beyond insistence on full sovereignty, and can be considered "post-modern". The ability of contemporary IR discourse to explain the relations of these different types of states is disputed. "Levels of analysis" is a way of looking at the international system, which includes the individual level, the domestic state as a unit, the international level of transnational and intergovernmental affairs, and the global level.

What is explicitly recognized as international relations theory was not developed until after World War I, and is dealt with in more detail below. IR theory, however, has a long tradition of drawing on the work of other social sciences. The use of capitalizations of the "I" and "R" in international relations aims to distinguish the academic discipline of international relations from the phenomena of international relations. Many cite Sun Tzu's The Art of War (6th century BC), Thucydides' History of the Peloponnesian War (5th century BC), Chanakya's Arthashastra (4th century BC), as the inspiration for realist theory, with Hobbes' Leviathan and Machiavelli's The Prince providing further elaboration.

Similarly, liberalism draws upon the work of Kant and Rousseau, with the work of the former often being cited as the first elaboration of democratic peace theory. Though contemporary human rights is considerably different than the type of rights envisioned under natural law, Francisco de Vitoria, Hugo Grotius and John Locke offered the first accounts of universal entitlement to certain rights on the basis of common humanity. In the twentieth century, in addition to contemporary theories of liberal internationalism, Marxism has been a foundation of international relations.

Study of IR

Interstate Wars

Initially, international relations as a distinct field of study was almost entirely British-centered. IR only emerged as a formal academic ‘discipline’ in 1919 with the founding of the first ‘chair’ (professorship) in IR – the Woodrow Wilson Chair at Aberystwyth, University of Wales (now Aberystwyth University), from an endowment given by David Davies, became the first academic position dedicated to IR. This was rapidly followed by establishment of IR at US universities and Geneva, Switzerland. In the early 1920s, the London School of Economics' department of international relations was founded at the behest of Nobel Peace Prize winner Philip Noel-Baker, and was the first institute to offer a wide range of degrees in the field. Furthermore, the International History department at LSE, developed as primarily focused on the history of IR in the early modern, colonial and Cold War periods.

IR theories can be roughly divided into one of two epistemological camps: "positivist" and "post-positivist". Positivist theories aim to replicate the methods of the natural sciences by analyzing the impact of material forces. They typically focus on features of international relations such as state interactions, size of military forces, balance of powers etc. Post-positivist epistemology rejects the idea that the social world can be studied in an objective and value-free way. It rejects the central ideas of neo-realism/liberalism, such as rational choice theory, on the grounds that the scientific method cannot be applied to the social world and that a 'science' of IR is impossible.

A key difference between the two positions is that while positivist theories, such as neo-realism, offer causal explanations (such as why and how power is exercised), post-positivist theories focus instead on constitutive questions, for instance what is meant by 'power'; what makes it up, how it is experienced and how it is reproduced. Often, post-positivist theories explicitly promote a normative approach to IR, by considering ethics. This is something which has often been ignored under 'traditional' IR as positivist theories make a distinction between 'facts' and normative judgments, or 'values'.

During the late 1980s and the 1990s, debate between positivists and post-positivists became the dominant debate and has been described as constituting the Third "Great Debate" (Lapid 1989).

Positivist theories

Realism

Realism focuses on state security and power above all else. Early realists such as E.H. Carr and Hans Morgenthau argued that states are self-interested, power-seeking rational actors, who seek to maximize their security and chances of survival. Cooperation between states is a way to maximize each individual state's security (as opposed to more idealistic reasons). Similarly, any act of war must be based on self-interest, rather than on idealism. Many realists saw World War II as the vindication of their theory.

It should be noted that classical writers such as Thucydides, Machiavelli, Hobbes and Theodore Roosevelt, are often cited as "founding fathers" of realism by contemporary self-described realists. However, while their work may support realist doctrine, it is not likely that they would have classified themselves as realists in this sense. Political realism believes that politics, like society in general, is governed by objective laws that have their roots in human nature. To improve society, it is first necessary to understand the laws by which society lives. The operation of these laws being impervious to our preferences, persons will challenge them only at the risk of failure. Realism, believing as it does in the objectivity of the laws of politics, must also believe in the possibility of developing a rational theory that reflects, however imperfectly and one-sidedly, these objective laws. It believes also, then, in the possibility of distinguishing in politics between truth and opinion-between what is true objectively and rationally, supported by evidence and illuminated by reason, and what is only a subjective judgment, divorced from the facts as they are and informed by prejudice and wishful thinking.

The placement of Realism under positivism is far from unproblematic however. E.H. Carr's 'What is History' was a deliberate critique of positivism, and Hans Morgenthau's aim in 'Scientific Man vs Power Politics' – as the title implies – was to demolish any conception that international politics/power politics can be studied scientifically.

Realism or political realism has been the dominant theory of international relations since the conception of the discipline. The theory claims to rely upon an ancient tradition of thought which includes writers such as Thucydides, Machiavelli, and Hobbes. Early realism can be characterized as a reaction against interwar idealist thinking. The outbreak of World War II was seen by realists as evidence of the deficiencies of idealist thinking. There are various strands of modern day realist thinking. However, the main tenets of the theory have been identified as statism, survival, and self-help.

 Statism: Realists believe that nation states are the main actors in international politics. As such it is a state-centric theory of international relations. This contrasts with liberal international relations theories which accommodate roles for non-state actors and international institutions. This difference is sometimes expressed by describing a realist world view as one which sees nation states as billiard balls, liberals would consider relationships between states to be more of a cobweb.

  • Survival: Realists believe that the international system is governed by anarchy, meaning that there is no central authority. Therefore, international politics is a struggle for power between self-interested states.
  • Self-help: Realists believe that no other states can be relied upon to help guarantee the state's survival.

Realism makes several key assumptions. It assumes that nation-states are unitary, geographically based actors in an anarchic international system with no authority above capable of regulating interactions between states as no true authoritative world government exists. Secondly, it assumes that sovereign states, rather than IGOs, NGOs or MNCs, are the primary actors in international affairs. Thus, states, as the highest order, are in competition with one another. As such, a state acts as a rational autonomous actor in pursuit of its own self-interest with a primary goal to maintain and ensure its own security—and thus its sovereignty and survival. Realism holds that in pursuit of their interests, states will attempt to amass resources, and that relations between states are determined by their relative levels of power. That level of power is in turn determined by the state's military, economic, and political capabilities.

Some realists (human nature realists) believe that states are inherently aggressive, that territorial expansion is constrained only by opposing powers, while others (offensive/defensive realists) believe that states are obsessed with the security and continuation of the state's existence. The defensive view can lead to a security dilemma where increasing one's own security can bring along greater instability as the opponent(s) builds up its own arms, making security a zero-sum game where only relative gains can be made.

Neorealism or structural realism is a development of realism advanced by Kenneth Waltz in Theory of International Politics. It is, however, only one strand of neorealism. Joseph Grieco has combined neo-realist thinking with more traditional realists. This strand of theory is sometimes called "modern realism". Waltz's neorealism contends that the effect of structure must be taken into account in explaining state behavior. Structure is defined twofold as a) the ordering principle of the international system which is anarchy and b) the distribution of capabilities across units. Waltz also challenges traditional realism's emphasis on traditional military power, instead characterizing power in terms of the combined capabilities of the state.

Liberalism/idealism/liberal internationalism

The precursor to liberal international relations theory was "idealism". Idealism (or utopianism) was viewed critically by those who saw themselves as 'realists', for instance E. H. Carr. In international relations, idealism (also called "Wilsonianism" because of its association with Woodrow Wilson who personified it) is a school of thought that holds that a state should make its internal political philosophy the goal of its foreign policy. For example, an idealist might believe that ending poverty at home should be coupled with tackling poverty abroad. Wilson's idealism was a precursor to liberal international relations theory, which would arise amongst the "institution-builders" after World War II.

Liberalism holds that state preferences, rather than state capabilities, are the primary determinant of state behavior. Unlike realism, where the state is seen as a unitary actor, liberalism allows for plurality in state actions. Thus, preferences will vary from state to state, depending on factors such as culture, economic system or government type. Liberalism also holds that interaction between states is not limited to the political/security ("high politics"), but also economic/cultural ("low politics") whether through commercial firms, organizations or individuals. Thus, instead of an anarchic international system, there are plenty of opportunities for cooperation and broader notions of power, such as cultural capital (for example, the influence of films leading to the popularity of the country's culture and creating a market for its exports worldwide). Another assumption is that absolute gains can be made through co-operation and interdependence—thus peace can be achieved.

The democratic peace theory argues that liberal democracies have never (or almost never) made war on one another and have fewer conflicts among themselves. This is seen as contradicting especially the realist theories and this empirical claim is now one of the great disputes in political science. Numerous explanations have been proposed for the democratic peace. It has also been argued, as in the book Never at War, that democracies conduct diplomacy in general very differently from nondemocracies. (Neo)realists disagree with Liberals over the theory, often citing structural reasons for the peace, as opposed to the state's government. Sebastian Rosato, a critic of democratic peace theory points to America's behavior towards left-leaning democracies in Latin America during the Cold War to challenge democratic peace. One argument is that economic interdependence makes war between trading partners less likely. In contrast realists claim that economic interdependence increases rather than decreases the likelihood of conflict.

 

Liberalism is the theoretical perspective based on the assumption of the innate goodness of the individual and the value of political institutions in promoting social progress. According to liberalism individuals are basically good and capable of meaningful cooperation to promote positive change. Liberalism views states, nongovernmental organizations, and intergovernmental organizations as key actors in the international system. States have many interests and are not necessarily unitary and autonomous, although they remain sovereign. Liberal theory stresses the interdependence among states, multinational corporations, and international institutions. Theorists such as Hedley Bull have postulated an international society in which various actors communicate and recognize common rules, institutions, and interests. Liberals also view the international system as anarchic since there is no single overarching international authority and each individual state is left to act in its own-self interest. Liberalism is historically rooted in the liberal philosophical traditions associated with Adam Smith and Immanual Kant that posit that human nature is basically good and that individual self-interest can be harnessed by society to promote aggregate social welfare. Individuals form groups and later, states. States are generally cooperative and follow international norms and procedures that they agree upon.

Liberal international relations theory arose after World War I in response to the inability of states to control and limit war in their international relations. Early adherents include Woodrow Wilson and Norman Angell, who argued vigorously that states mutually gained from cooperation and that war was so destructive as to be essentially futile.

Liberalism was not recognized as a coherent theory as such until it was collectively and derisively termed idealism by E. H. Carr. A new version of "idealism" that focused on human rights as the basis of the legitimacy of international law was advanced by Hans Köchler.

Major theorists include Brede et de Montesquieu, Immanuel Kant, Robert Keohane, and John Mueller.

Neoliberalism

Neoliberalism, liberal institutionalism or neo-liberal institutionalism is an advancement of liberal thinking. It argues that international institutions can allow nations to successfully cooperate in the international system Neoliberalism seeks to update liberalism by accepting the neorealist presumption that states are the key actors in international relations, but still maintains that non-state actors (NSAs) and intergovernmental organizations (IGOs) matter. Proponents such as Maria Chattha argue that states will cooperate irrespective of relative gains, and are thus concerned with absolute gains. This also means that nations are, in essence, free to make their own choices as to how they will go about conducting policy without any international organizations blocking a nation's right to sovereignty.

Neoliberalism also contains an economic theory that is based on the use of open and free markets with little, if any, government intervention to prevent monopolies and other conglomerates from forming. The growing interdependence throughout and after the Cold War through international institutions led to neo-liberalism being defined as institutionalism, this new part of the theory being fronted by Robert Keohane and also Joseph Nye.

Post-Liberalism

Post-liberal theory argues that within the modern, globalized world, states in fact are driven to cooperate in order to ensure security and sovereign interests. The departure from classical liberal theory is most notably felt in the re-interpretation of the concepts of Sovereignty and Autonomy. Autonomy becomes a problematic concept in shifting away from a notion of freedom, self-determination, and agency to a heavily responsible and duty laden concept. Importantly, autonomy is linked to a capacity for good governance. Similarly, sovereignty also experiences a shift from a right to a duty. In the global economy, International organizations hold sovereign states to account, leading to a situation where sovereignty is co-produced among 'sovereign' states. The concept becomes a variable capacity of good governance and can no longer be accepted as an absolute right. One possible way to interpret this theory, is the idea that in order to maintain global stability and security and solve the problem of the anarchic world system in International Relations, no overarching, global, sovereign authority is created. Instead, states collectively abandon some rights for full autonomy and sovereignty

 

Regime theory

Regime theory is derived from the liberal tradition that argues that international institutions or regimes affect the behavior of states (or other international actors). It assumes that cooperation is possible in the anarchic system of states, indeed, regimes are by definition, instances of international cooperation.

While realism predicts that conflict should be the norm in international relations, regime theorists say that there is cooperation despite anarchy. Often they cite cooperation in trade, human rights and collective security among other issues. These instances of cooperation are regimes. The most commonly cited definition of regimes comes from Stephen Krasner. Krasner defines regimes as "institutions possessing norms, decision rules, and procedures which facilitate a convergence of expectations.

Not all approaches to regime theory, however are liberal or neoliberal; some realist scholars like Joseph Greico have developed hybrid theories which take a realist based approach to this fundamentally liberal theory. (Realists do not say cooperation never happens, just that it is not the norm; it is a difference of degree).

Post-positivist/reflectivist theories

International society theory (The English school)

International society theory, also called the English School, focuses on the shared norms and values of states and how they regulate international relations. Examples of such norms include diplomacy, order, and international law. Unlike neo-realism, it is not necessarily positivist. Theorists have focused particularly on humanitarian intervention, and are subdivided between solidarists, who tend to advocate it more, and pluralists, who place greater value in order and sovereignty. Nicholas Wheeler is a prominent solidarist, while Hedley Bull and Robert H. Jackson are perhaps the best known pluralists.

Constructivism

The standing of constructivism as an international relations theory increased after the fall of the Berlin wall (pictured) and Communism in Eastern Europe as this was something not predicted by the existing mainstream theories.

Constructivism or social constructivism has been described as a challenge to the dominance of neo-liberal and neo-realist international relations theories. Michael Barnett describes constructivist international relations theories as being concerned with how ideas define international structure, how this structure defines the interests and identities of states and how states and non-state actors reproduce this structure. The key tenet of constructivism is the belief that "International politics is shaped by persuasive ideas, collective values, culture, and social identities." Constructivism argues that international reality is socially constructed by cognitive structures which give meaning to the material world. The theory emerged from debates concerning the scientific method of international relations theories and theories role in the production of international power. Emanuel Adler states that constructivism occupies a middle ground between rationalist and interpretative theories of international relations.

 The failure of either realism or liberalism to predict the end of the Cold War boosted the credibility of constructivist theory. Constructivist theory criticises the static assumptions of traditional international relations theory and emphasizes that international relations is a social construction. Constructivism is a theory critical of the ontological basis of rationalist theories of international relations. Whereas realism deals mainly with security and material power, and liberalism looks primarily at economic interdependence and domestic-level factors, constructivism most concerns itself with the role of ideas in shaping the international system (indeed it is possible there is some overlap between constructivism and realism or liberalism, but they remain separate schools of thought). By "ideas" constructivists refer to the goals, threats, fears, identities, and other elements of perceived reality that influence states and non-state actors within the international system. Constructivists believe that these ideational factors can often have far-reaching effects, and that they can trump materialistic power concerns. For example, constructivists note that an increase in the size of the US military is likely to be viewed with much greater concern in Cuba, a traditional antagonist of the US, than in Canada, a close US ally. Therefore, there must be perceptions at work in shaping international outcomes. As such, constructivists do not see anarchy as the invariable foundation of the international system, but rather argue, in the words of Alexander Wendt, that "anarchy is what states make of it". Constructivists also believe that social norms shape and change foreign policy over time rather than security which realists cite.

Social constructivism

Social constructivism encompasses a broad range of theories that aim to address questions of ontology, such as the structure-and-agency debate, as well as questions of epistemology, such as the "material/ideational" debate that concerns the relative role of material forces versus ideas. Constructivism is not a theory of IR in the manner of neo-realism, but is instead a social theory which is used to better explain the actions taken by states and other major actors as well as the identities that guide these states and actors.

Constructivism in IR can be divided into what Hopf (1998) calls 'conventional' and 'critical' constructivism. Common to all varieties of constructivism is an interest in the role that ideational forces play. The most famous constructivist scholar, Alexander Wendt noted in a 1992 article in International Organization (later followed up by a book, Social Theory of International Politics (1999)), that "anarchy is what states make of it". By this he means that the anarchical structure that neo-realists claim governs state interaction is in fact a phenomenon that is socially constructed and reproduced by states.

For example, if the system is dominated by states that see anarchy as a life or death situation (what Wendt terms a "Hobbesian" anarchy) then the system will be characterized by warfare. If on the other hand anarchy is seen as restricted (a "Lockean" anarchy) then a more peaceful system will exist. Anarchy in this view is constituted by state interaction, rather than accepted as a natural and immutable feature of international life as viewed by neo-realist IR scholars..

 

Critical theory

Critical international relations theory is the application of 'critical theory' to international relations. Proponents such as Andrew Linklater, Robert W. Cox and Ken Booth focus on the need for human emancipation from States. Hence, it is "critical" of mainstream IR theories that tend to be state-centric.

Marxism

Marxist and Neo-Marxist theories of IR reject the realist/liberal view of state conflict or cooperation; instead focusing on the economic and material aspects. It makes the assumption that the economy trumps other concerns; allowing for the elevation of class as the focus of study. Marxists view the international system as an integrated capitalist system in pursuit of capital accumulation. Thus, the period of colonialism brought in sources for raw materials and captive markets for exports, while decolonialization brought new opportunities in the form of dependence.

Linked in with Marxist theories is dependency theory and the Core-Periphery Model, which argue that developed countries, in their pursuit of power, appropriate developing states through international banking, security and trade agreements and unions on a formal level, and do so through the interaction of political & financial advisors, missionaries, relief aid workers, and multinational corporations on the informal level, in order to integrate them into the capitalist system, strategically appropriating under-valued natural resources and labor hours and fostering economic & political dependence.

Marxist theories receive little attention in the United States where no significant Socialist party has flourished. It is more common in parts of Europe and is one of the more important theoretic contributions of Latin American academia to the study of global networks.

 

Feminism

Feminist approaches to international relations became popular in the early 1990s. Such approaches emphasize that women's experiences continue to be excluded from the study of international relations. International Relations Feminists who argue that gender relations are integral to international relations focus on the role of diplomatic wives and marital relationship that facilitate sex trafficking. Early feminist IR approaches were part of the "Third Great Debate" between positivists and post-positivists. They argued against what they saw as the positivism and state-centrism of mainstream international relations. Christian Reus-Smit argues that these approaches did not describe what a feminist perspective on world politics would look like.

The feminist international relations scholar Jacqui True differentiates between empirical feminism, analytical feminism and normative feminism. Empirical feminism sees women and gender relations as empirical aspects of international relations. It is argued that mainstream international relations emphasis on anarchy and statecraft mean that areas of study that make the reproduction of the state system possible are marginalized.  Analytical feminism claims that the theoretical framework of international relations has a gender bias. Here gender refers not to the "biological" differences between men and women but the social constructs of masculine and feminine identity. It is claimed that in mainstream international relations masculinity is associated with objectivity. Analytical feminists would see neo-realism's dislike of domestic explanations for explaining interstate behaviour as an example of this bias. Normative feminist sees theorizing as part of an agenda for change.

Criticisms of feminist international relations theory include its portrayal of third world women. Feminist International Relations is sometimes oversimplified into a women’s issue or simply a need to ‘add women and stir’. ‘Masculinities, IR and the “gender variable”: a cost-benefit analysis for (sympathetic) gender sceptics’ an article by Charlotte Hooper makes the case that looking at international relations through a gendered lens is important for all genders. The article illustrates that the hyper-masculinity used in international relations has a negative impact on all genders. It privileges only a certain kind of man, forcing all others to fit into the constraints of one vision of masculinity. Hooper also argues that this gendered lens requires a complete overhaul of traditional methods, rather than just adding women to the study. “In order to investigate the intersections between gender identities and international relations, one cannot rely on approaches which would take gender identities as ‘givens’ or as independent, externally derived variables”. Traditional methods do not meet the needs of men or women. They attempt to reduce our needs to security, failing to take into account class, education level, gender, or experience. Hooper argues that traditional studies of international relations are causing us to miss many factors for more than just women and children.

To appeal to sympathetic sceptics, Hooper explains that international relations shapes masculinity in a way that affects us all. To establish this she explains that masculinity and femininity are social constructs that can be influenced by theories and discourse. Hooper turns so called feminist international relations into gendered international relations, which brings in all people and highlights the importance of new methods to the field. Genders just like class, ethnicity, age, etc. can help inform our understanding of how people and nations act and if we ignore the range of masculinities and femininities we are only working with half the puzzle. The system that Feminist International Relations is trying to subvert affects us all and influences many of our traditional theories. Hooper offers the example of war which has shaped the male body; it has created men as takers or life and women as givers of it. We proceed to tell men they simply have more natural aggression. Hooper also illustrates the ways masculinity, like femininity, has been influenced by colonization. The hierarchy formed by colonization labels Asians as effeminate, Africans as savage and white men as the proper balance at the top the hierarchy. War and colonialism still influence international relations to a huge extent. It is important to realize that Feminist International Relations or a gendered lens is not just for women, but is a relevant theory that can help us all.

Functionalism

Functionalism is a theory of international relations that arose principally from the experience of European integration. Rather than the self-interest that realists see as a motivating factor, functionalists focus on common interests shared by states. Integration develops its own internal dynamic: as states integrate in limited functional or technical areas, they increasingly find that momentum for further rounds of integration in related areas. This "invisible hand" of integration phenomenon is termed "spill-over." Although integration can be resisted, it becomes harder to stop integration's reach as it progresses. This usage, and the usage in functionalism in international relations, is the less common meaning of functionalism.

More commonly, however, functionalism is an argument that explains phenomena as functions of a system rather than an actor or actors. Immanuel Wallerstein employed a functionalist theory when he argued that the Westphalian international political system arose to secure and protect the developing international capitalist system. His theory is called "functionalist" because it says that an event was a function of the preferences of a system and not the preferences of an agent. Functionalism is different from structural or realist arguments in that while both look to broader, structural causes, realists (and structuralists more broadly) say that the structure gives incentives to agents, while functionalists attribute causal power to the system itself, bypassing agents entirely

Sovereignty

Preceding the concepts of interdependence and dependence, international relations relies on the idea of sovereignty. Described in Jean Bodin's "Six Books of the Commonwealth in 1576, the three pivotal points derived from the book describe sovereignty as being a state, that the sovereign power(s) have absolute power over their territories, and that such a power is only limited by the sovereign's "own obligations towards other sovereigns and individuals." Such a foundation of sovereignty permits, as is indicated by a sovereign's obligation to other sovereigns, interdependence and dependence to take place. While throughout world history there have been instances of groups lacking or losing sovereignty, such as African nations prior to Decolonization or the occupation of Iraq during the Iraq War, there is still a need for sovereignty in terms of assessing international relations.

State

States are important in international relations. States are regarded as sovereign in the territories under their jurisdiction , meaning that the state or rather its government, controls what goes on within its borders.

State and nation are often confused. A state consists of an area of territory which is under a single rule of a government. Broadly the people living in that territory are citizens of the state which confers both obligations and benefits. (taxes, roads, schools)

Nations are harder to define, thought we shall try to do so. The Scots are a nation. The Hungarians, the Ukrainians are nations. A nation consists of those people who believe themselves to be members of it. There has to be something, such as sharing a culture, that is not shared by anyone else. Same language might be a criterion but it does not work for all of them.

State commonly refers to either the present condition of a system or entity, or to a governed entity (such as a country) or sub-entity (such as an autonomous territory of a country).

  • State (polity), an organized political community, living under a government
  • Sovereign state, a sovereign political entity in public international law; a society having exclusive domain over a territory
  • Nation state, a state which coincides with a nation
  • Federated state, a political entity forming part of a federal sovereign state such as the USA, Australia, India and Brazil
  • Member state, a member of an international organization such as the UN, OPEC, EU and NATO

Some see a "state" as an ancient institution, going back to Rome, Greece and before, and theorized by Plato, Aristotle and other classical philosophers. Others insist on the unique features of the modern state, with its extensive rule of law, citizenship rights, and broad economic and social responsibilities. A state is more than a government; that is clear. Governments change, but states endure. A state is the means of rule over a defined or "sovereign" territory. It is comprised of an executive, a bureaucracy, courts and other institutions. But, above all, a state levies taxes and operates a military and police force. States distribute and re-distribute resources and wealth, so lobbyists, politicians and revolutionaries seek in their own way to influence or even to get hold of the levers of state power. States exist in a variety of sizes, ranging from enormous China to tiny Andorra. Some claim a long lineage, while others are of modern construction. In all but the short term, states are in flux. They expand and contract as military and political fortunes change. Some, like Poland, even disappear and re-appear later. Or they may be divided up (sometimes peacefully) by communities that prefer to go their separate ways (Czechoslovakia). Others, such as Iraq, may be occupied or run as a colony or protectorate. States can also "fail" - their governing institutions collapse due to civil war and internal strife (as in Somalia) or because the state has little authority outside the capital city (Afghanistan). While globalization and regional integration (like the European Union) challenge the state's powers, the state is still the dominant arena of domestic politics as well as the primary actor in international relations.

Some states occupy a unique status in the international community of states, due to a very small population or very small land area, but usually both. Microstates, or small states and territories (SSTs) are sovereign state and thanks to the one state, one vote enjoy a disproportionately large influence in the United Nations General Assembly rule. Experimental States, such as Sealand, Freedom Ship, Cyber Yugoslavia are among the hundreds of experimental states that people have founded in order to avoid taxation, feel independent, or to create a tourist attraction.

 

The nation state is a state that self-identifies as deriving its political legitimacy from serving as a sovereign entity for a nation as a sovereign territorial unit. The state is a political and geopolitical entity, while the nation is a cultural and/or ethnic one; the term "nation state" implies that the two coincide geographically. Nation state formation took place at different times in different parts of the world, but has become the dominant form of state organization.

The concept and actuality of the nation state can be compared and contrasted with that of the multinational state, city state, empire, confederation, and other state forms with which it may overlap. The key distinction from the other forms is the identification of a people with a polity

Quasi States

Sometimes, this term is taken to mean recognized states that fail to develop the necessary state structures to function as fully fledged, ‘real’ states. At other times, ‘quasi-states’ is a designation given to regions that secede from another state, gain de facto control over the territory they lay claim to, but fail to achieve international recognition. In order to clear up this confusion, recognized but ineffectual states ought to be referred as ‘failed states’, while the term ‘quasi-states’ ought to be reserved for unrecognized, de facto states. Since quasi-states are not supported by international recognition, they must be sustained by something else. In contrast to researchers who maintain that the majority of these quasi-states are quite strong, this article argues that their modal tendency is weak economy and weak state structures. The main reasons why these states nevertheless have not collapsed seem to be that they have managed to build up internal support from the local population through propaganda and identity-building; channel a disproportionately large part of their meager resources into military defense; enjoy the support of a strong patron; and, in most cases, have seceded from a state that is itself very weak.

The study of quasi-states has been marred by an unfortunate terminological confusion. Sometimes, this term is taken to mean recognized states that fail to develop the necessary state structures to function as fully fledged, ‘real’ states. At other times, ‘quasi-states’ is a designation given to regions that secede from another state, gain de facto control over the territory they lay claim to, but fail to achieve international recognition. In order to clear up this confusion, recognized but ineffectual states ought to be referred as ‘failed states’, while the term ‘quasi-states’ ought to be reserved for unrecognized, de facto states. Since quasi-states are not supported by international recognition, they must be sustained by something else. In contrast to researchers who maintain that the majority of these quasi-states are quite strong, this article argues that their modal tendency is weak economy and weak state structures. Scattered around the world are a number of states and statelets that have declared independence but are not recognized by other states. These political entities are referred to by various names: ‘de facto states’, ‘unrecognized states’, ‘para-states’, ‘pseudostates’, and ‘quasi-states’. Since their existence is not supported by international recognition, they must be sustained by something else. In contrast to researchers who maintain that the majority of these quasi states are quite strong, this article argues that their modal tendency is weak economy and weak state structures. The main reasons why these states nevertheless have not collapsed

seem to be that they have managed to build up internal support from the local population through propaganda and identity building; channel a disproportionately large part of their meager resources into military defense; and enjoy the support of a strong patron. None of these circumstances, however, is likely to secure the unrecognized quasi-states lasting life. Unless they achieve international recognition or are united with their patron state – both of which in most cases are unlikely outcomes – they will eventually be reabsorbed into the parent state or agree to an autonomous status within the parent state in a federal arrangement. This last outcome is the preferred option of the international community.

The origins and early history of nation states are disputed. A major theoretical issue is: "Which came first, the nation or the nation state?" Professor Steven Weber of the University of California, Berkeley, has advanced the hypothesis that the nation-state is an inadvertent byproduct of 15th-century advances in map-making technologies. For nationalists, the answer is that the nation existed first, nationalist movements arose to present its legitimate demand for sovereignty, and the nation state met that demand. Some "modernization theories" of nationalism see the national identity largely as a product of government policy to unify and modernize an already existing state. Most theories see the nation state as a 19th-century European phenomenon, facilitated by developments such as mass literacy and the early mass media. However, historians also note the early emergence of a relatively unified state, and a sense of common identity, in Portugal and the Dutch Republic.

In France, Eric Hobsbawm argues the French state preceded the formation of the French people. Hobsbawm considers that the state made the French nation, not French nationalism, which emerged at the end of the 19th century, the time of the Dreyfus Affair. At the time of the 1789 French Revolution, only half of the French people spoke some French, and 12-13% spoke it "fairly", according to Hobsbawm.

During the Italian unification, the number of people speaking the Italian language was even lower. The French state promoted the unification of various dialects and languages into the French language. The introduction of conscription and the Third Republic's 1880s laws on public instruction, facilitated the creation of a national identity, under this theory.

Some nation states, such as Germany or Italy, came into existence at least partly as a result of political campaigns by nationalists, during the 19th century. In both cases, the territory was previously divided among other states, some of them very small. The sense of common identity was at first a cultural movement, such as in the Völkisch movement in German-speaking states, which rapidly acquired a political significance. In these cases, the nationalist sentiment and the nationalist movement clearly precede the unification of the German and Italian nation states.

Historians Hans Kohn, Liah Greenfeld, Philip White and others have classified nations such as Germany or Italy, where cultural unification preceded state unification, as ethnic nations or ethnic nationalities. Whereas 'state-driven' national unification's, such as in France, England or China, are more likely to flourish in multiethnic societies, producing a traditional national heritage of civic nations, or territory-based nationalities.

The idea of a nation state is associated with the rise of the modern system of states, often called the "Westphalian system" in reference to the Treaty of Westphalia (1648). The balance of power, which characterizes that system, depends for its effectiveness upon clearly defined, centrally controlled, independent entities, whether empires or nation states, which recognize each other's sovereignty and territory. The Westphalian system did not create the nation state, but the nation state meets the criteria for its component states (by assuming that there is no disputed territory).

The nation state received a philosophical underpinning in the era of Romanticism, at first as the 'natural' expression of the individual peoples (romantic nationalism: see Johann Gottlieb Fichte's conception of the Volk, later opposed by Ernest Renan). The increasing emphasis during the 19th century on the ethnic and racial origins of the nation, led to a redefinition of the nation state in these terms. Racism, which in Boulainvilliers's theories was inherently antipatriotic and antinationalist, joined itself with colonialist imperialism and "continental imperialism", most notably in pan-Germanic and pan-Slavic movements.

The relation between racism and ethnic nationalism reached its height in the 20th century fascism and Nazism. The specific combination of 'nation' ('people') and 'state' expressed in such terms as the Völkische Staat and implemented in laws such as the 1935 Nuremberg laws made fascist states such as early Nazi Germany qualitatively different from non-fascist nation states. Minorities were not considered part of the people (Volk), and were consequently denied to have an authentic or legitimate role in such a state. In Germany, neither Jews nor the Roma were considered part of the people, and were specifically targeted for persecution. German nationality law defined 'German' on the basis of German ancestry, excluding all non-Germans from the people.

In recent years, the nation state's claim to absolute sovereignty within its borders has been much criticized. A global political system based on international agreements and supra-national blocs characterized the post-war era. Non-state actors, such as international corporations and non-governmental organizations, are widely seen as eroding the economic and political power of nation states, potentially leading to their eventual disappearance.

 

Before the nation state

In Europe, during 18th century, the classic non-national states were the multiethnic empires, the Austrian Empire, Kingdom of France, Kingdom of Hungary, the Russian Empire, the Ottoman Empire, the British Empire and smaller states at what would now be called sub-national level. The multi-ethnic empire was a monarchy ruled by a king, emperor or sultan. The population belonged to many ethnic groups, and they spoke many languages. The empire was dominated by one ethnic group, and their language was usually the language of public administration. The ruling dynasty was usually, but not always, from that group.

This type of state is not specifically European: such empires existed on all continents, excepting Australia and Antarctica. Some of the smaller European states were not so ethnically diverse, but were also dynastic states, ruled by a royal house. Their territory could expand by royal intermarriage or merge with another state when the dynasty merged. In some parts of Europe, notably Germany, very small territorial units existed. They were recognized by their neighbors as independent, and had their own government and laws. Some were ruled by princes or other hereditary rulers, some were governed by bishops or abbots. Because they were so small, however, they had no separate language or culture: the inhabitants shared the language of the surrounding region.

In some cases these states were simply overthrown by nationalist uprisings in the 19th century. Liberal ideas of free trade played a role in German unification, which was preceded by a customs union, the Zollverein. However, the Austro-Prussian War, and the German alliances in the Franco-Prussian War, were decisive in the unification. The Austro-Hungarian Empire and the Ottoman Empire broke up after the First World War and the Russian Empire became the Soviet Union, after the Russian Civil War.

A few of the smaller states survived: the independent principalities of Liechtenstein, Andorra, Monaco, and the republic of San Marino. (Vatican City is different. Although there was a larger Papal State, it was created in its present form by the 1929 Lateran treaties between Italy and the Roman Catholic Church.)

Characteristics of the nation state

"Legitimate states that govern effectively and dynamic industrial economies are widely regarded today as the defining characteristics of a modern nation-state." Nation states have their own characteristics, differing from those of the pre-national states. For a start, they have a different attitude to their territory when compared with dynastic monarchies: it is semisacred and nontransferable. No nation would swap territory with other states simply, for example, because the king's daughter married. They have a different type of border, in principle defined only by the area of settlement of the national group, although many nation states also sought natural borders (rivers, mountain ranges). They are constantly changing in size and power because of the limited restrictions of their borders.

The most noticeable characteristic is the degree to which nation states use the state as an instrument of national unity, in economic, social and cultural life.

The nation state promoted economic unity, by abolishing internal customs and tolls. In Germany, that process, the creation of the Zollverein, preceded formal national unity. Nation states typically have a policy to create and maintain a national transportation infrastructure, facilitating trade and travel. In 19th-century Europe, the expansion of the rail transport networks was at first largely a matter for private railway companies, but gradually came under control of the national governments. The French rail network, with its main lines radiating from Paris to all corners of France, is often seen as a reflection of the centralized French nation state, which directed its construction. Nation states continue to build, for instance, specifically national motorway networks. Specifically, transnational infrastructure programs, such as the Trans-European Networks, are a recent innovation.

The nation states typically had a more centralized and uniform public administration than its imperial predecessors: they were smaller, and the population less diverse. (The internal diversity of the Ottoman Empire, for instance, was very great.) After the 19th-century triumph of the nation state in Europe, regional identity was subordinate to national identity, in regions such as Alsace-Lorraine, Catalonia, Brittany and Corsica. In many cases, the regional administration was also subordinated to central (national) government. This process was partially reversed from the 1970s onward, with the introduction of various forms of regional autonomy, in formerly centralized states such as France.

The most obvious impact of the nation state, as compared to its non-national predecessors, is the creation of a uniform national culture, through state policy. The model of the nation state implies that its population constitutes a nation, united by a common descent, a common language and many forms of shared culture. When the implied unity was absent, the nation state often tried to create it. It promoted a uniform national language, through language policy. The creation of national systems of compulsory primary education and a relatively uniform curriculum in secondary schools, was the most effective instrument in the spread of the national languages. The schools also taught the national history, often in a propagandistic and mythologised version, and (especially during conflicts) some nation states still teach this kind of history.

Language and cultural policy was sometimes negative, aimed at the suppression of non-national elements. Language prohibitions were sometimes used to accelerate the adoption of national languages and the decline of minority languages (see examples: Anglicisation, Czechization, Francisation, Germanisation, Magyarisation, Polonisation, Russification, Serbization, Slovakisation).

In some cases, these policies triggered bitter conflicts and further ethnic separatism. But where it worked, the cultural uniformity and homogeneity of the population increased. Conversely, the cultural divergence at the border became sharper: in theory, a uniform French identity extends from the Atlantic coast to the Rhine, and on the other bank of the Rhine, a uniform German identity begins. To enforce that model, both sides have divergent language policy and educational systems, although the linguistic boundary is in fact well inside France, and the Alsace region changed hands four times between 1870 and 1945.

The nation state in practice

In some cases, the geographic boundaries of an ethnic population and a political state largely coincide. In these cases, there is little immigration or emigration, few members of ethnic minorities, and few members of the "home" ethnicity living in other countries.

Clear examples of nation states (where ethnic groups make up more than 95% of the population are shown) include the following: (For further detail, please see the respective ethnic groups of the nation states mentioned as examples.)

  • Albania: The vast majority of the population is ethnically Albanian at about 98.6% of the population, with the remainder consisting of a few small ethnic minorities.
  • Armenia: The vast majority of Armenia's population consists of ethnic Armenians at about 98% of the population, with the remainder consisting of a few small ethnic minorities.
  • Bangladesh: The vast majority ethnic group of Bangladesh are the Bengali people, comprising 98% of the population, with the remainder consisting of mostly Bihari migrants and indigenous tribal groups. Therefore, Bangladeshi society is to a great extent linguistically and culturally homogeneous, with very small populations of foreign expatriates and workers, although there is a substantial number of Bengali workers living abroad.
  • Egypt: The vast majority of Egypt's population consists of ethnic Egyptians at about 99% of the population, with the remainder consisting of a few small ethnic minorities, as well as refugees or asylum seekers. Modern Egyptian identity is closely tied to the geography of Egypt and its long history; its development over the centuries saw overlapping or conflicting ideologies. Though today an Arabic-speaking people, that aspect constitutes for Egyptians a cultural dimension of their identity, not a necessary attribute of or prop for their national political being. Today most Egyptians see themselves, their history, culture and language (the Egyptian variant of Arabic) as specifically Egyptian and at the same time as part of the Arab world.
  • Estonia: Defined as a nation state in its 1920 constitution up until the period of Soviet colonialisation, Estonia was historically a very homogenous state with 88.2% of residents being Estonians, 8.2% Russians, 1.5% Germans and 0.4% Jews according to the 1934 census. As a result of Soviet policies the demographic situation changed dramatically with the arrival of Russian speaking settlers. Today Estonians form 69%, Russians 25.4%, Ukrainians 2.04% and Belarusians 1.1% of the population(2012). A significant proportion if the inhabitants (84.1%) are citizens of Estonia, around 7.3% are citizens of Russia and 7.0% as yet undefined citizenship (2010).
  • Hungary: The Hungarians (or Magyar) people consist of about 95% of the population, with a small Roma and German minority: see Demographics of Hungary.
  • Iceland: Although the inhabitants are ethnically related to other Scandinavian groups, the national culture and language are found only in Iceland. There are no cross-border minorities, the nearest land is too far away: see Demographics of Iceland
  • Japan: Japan is also traditionally seen as an example of a nation state and also the largest of the nation states, with population in excess of 120 million. It should be noted that Japan has a small number of minorities such as Ryūkyū peoples, Koreans and Chinese, and on the northern island of Hokkaidō, the indigenous Ainu minority. However, they are either numerically insignificant (Ainu), their difference is not as pronounced (though Ryukyuan culture is closely related to Japanese culture, it is nonetheless distinctive in that it historically received much more influence from China and has separate political and nonpolitical and religious traditions) or well assimilated (Zainichi population is collapsing due to assimilation/naturalisation).
  • Lebanon: The Arabic-speaking Lebanese consist at about 95% of the population, with the remainder consisting of a few small ethnic minorities, as well as refugees or asylum seekers. Modern Lebanese identity is closely tied to the geography of Lebanon and its history. Although they are now an Arabic-speaking people and ethnically homogeneous, its identity oversees overlapping or conflicting ideologies between its Phoenician heritage and Arab heritage. While many Lebanese regard themselves as Arab, other Lebanese regard themselves, their history, and their culture as Phoenician and not Arab, while still other Lebanese regard themselves as both.
  • Lesotho: Lesotho's ethno-linguistic structure consists almost entirely of the Basotho (singular Mosotho), a Bantu-speaking people; about 99.7% of the population are Basotho.
  • Maldives: The vast majority of the population is ethnically Dhivehi at about 98% of the population, with the remainder consisting of foreign workers; there are no indigenous ethnic minorities.
  • Malta: The vast majority of the population is ethnically Maltese at about 95.3% of the population, with the remainder consisting of a few small ethnic minorities.
  • Mongolia: The vast majority of the population is ethnically Mongol at about 95.0% of the population, with the remainder consisting of a few ethnic minorities included in Kazakhs.
  • North and South Korea, are one of the most ethnically and linguistically homogeneous in the world. Particularly in reclusive North Korea, there are very few ethnic minority groups and expatriate foreigners.
  • Poland: After World War II, with the extermination of the Jews by the invading German Nazis during the Holocaust, the expulsion of Germans after World War II and the loss of eastern territories (Kresy), 96.7% of the people of Poland claim Polish nationality, while 97.8% declare that they speak Polish at home (Census 2002).
  • Several Polynesian countries such as Tonga, Samoa, Tuvalu, etc.[citation needed]
  • Portugal: Although surrounded by other lands and people, the Portuguese nation has occupied the same territory since the romanization or latinization of the native population during the Roman era. The modern Portuguese nation is a very old amalgam of formerly distinct historical populations that passed through and settled in the territory of modern Portugal: native Iberian peoples, Celts, ancient Mediterraneans (Greeks, Phoenicians, Romans, Jews), invading Germanic peoples like the Suebi and the Visigoths, and Muslim Arabs and Berbers. Most Berber/Arab people and the Jews were expelled from the Iberian Peninsula during the Reconquista and the repopulation by Christians.
  • San Marino: The Sammarinese make up about 97% of the population and all speak Italian and are ethnically and linguisticially identical to Italians. San Marino is a landlocked enclave, completely surrounded by Italy. The state has a population of approximately 30,000, including 1,000 foreigners, most of whom are Italians.
  • Swaziland: The vast majority of the population is ethnically Swazi at about 98.6% of the population, with the remainder consisting of a few small ethnic minorities.

The notion of a unifying "national identity" also extends to countries that host multiple ethnic or language groups, such as India and China. For example, Switzerland is constitutionally a confederation of cantons, and has four official languages, but it has also a 'Swiss' national identity, a national history and a classic national hero, Wilhelm Tell. Innumerable conflicts have arisen where political boundaries did not correspond with ethnic or cultural boundaries. For one example, the Hatay Province was transferred to Turkey from Syria after the minority-Turkish population complained of mistreatment. The traditional homeland of the Kurdish people extends between northern Iraq, southeastern Turkey, and western Iran. Some of its inhabitants call for the creation of an independent Kurdistan, citing mistreatment by the Turkish and Iraqi governments. An armed conflict between the terrorist Kurdistan Workers Party and the Turkish government over this issue has been ongoing since 1984.

After World War II in the Josip Broz Tito era, nationalism was appealed to for uniting South Slav peoples. Later in the 20th century, after the break-up of the Soviet Union, leaders appealed to ancient ethnic feuds or tensions that ignited conflict between the Serbs, Croats and Slovenes, as well Bosnians, Montenegrins and Macedonians, eventually breaking up the long collaboration of peoples and ethnic cleansing was carried out in the Balkans, resulting in the destruction of the formerly communist republic and produced the civil wars in Bosnia and Herzegovina in 1992–95, resulted in mass population displacements and segregation that radically altered what was once a highly diverse and intermixed ethnic makeup of the region. These conflicts were largely about creating a new political framework of states, each of which would be ethnically and politically homogeneous. Serbians, Croatians and Bosnians insisted they were ethnically distinct although many communities had a long history of intermarriage. All could speak the common Serbo-Croatian Language. Presently Slovenia (89% Slovene), Croatia (88% Croat) and Serbia (83% Serb) could be classified as nation states per se, whereas Macedonia (66% Macedonian), Montenegro (42% Montenegrin) and Bosnia and Herzegovina (47% Bosniak) are multinational states.

Belgium is a classic example of an artificial state that is not a nation state. The state was formed by secession from the United Kingdom of the Netherlands in 1830, whose neutrality and integrity was protected by the Treaty of London 1839; thus it served as a buffer state between the European powers France, Prussia (after 1871 the German Empire), the United Kingdom and the Kingdom of the Netherlands until World War I. Belgium is divided between the Flemings in the north and the French-speaking or the German-speaking population in the south. The Flemish population in the north speaks Dutch, the Walloon population in the south speaks French and/or German. The Brussels population speaks French and/or Flemish.

The Flemish identity is also ethnic and cultural, and there is a strong separatist movement espoused by the political parties, Vlaams Belang and the Nieuw-Vlaamse Alliantie. The Francophone Walloon identity of Belgium is linguistically distinct and regionalist. There is also is unitary Belgian nationalism, several versions of a Greater Netherlands ideal, and a German-speaking community of Belgium annexed from Prussia in 1920, and re-annexed by Germany in 1940–1944. However these ideologies are all very marginal and politically insignificant during elections.

China covers a large geographic area and uses the concept of "Zhonghua minzu" or Chinese nationality, in the sense of ethnic groups, but it also officially recognizes the majority Han ethnic group which accounts for over 90% of the population, and no fewer than 55 ethnic national minorities.

According to Philip G. Roeder, Moldova is an example of a Soviet era "segment-state" (Moldavian SSR), where the "nation-state project of the segment-state trumped the nation-state project of prior statehood. In Moldova, despite strong agitation from university faculty and students for reunification with Romania, the nation-state project forged within the Moldavian SSR trumped the project for a return to the interwar nation-state project of Greater Romania."

Exceptional cases

United Kingdom

The United Kingdom is an unusual example of a nation state, due to its "countries within a country" status. The United Kingdom which is formed by the union of England, Scotland, Wales and Northern Ireland, is a unitary state formed initially by the merger of two independent kingdoms, the Kingdom of England and the Kingdom of Scotland, but the Treaty of Union (1707) that set out the agreed terms has ensured the continuation of distinct features of each state, including separate legal systems and separate national churches.

In 2003, the British Government described the United Kingdom as "countries within a country". While the Office for National Statistics and others describe the United Kingdom as a "nation state", others, including a then Prime Minister, describe it as a "multinational state", and the term Home Nations is used to describe the four national teams that represent the four nations of the United Kingdom (England, Northern Ireland, Scotland, Wales).

Kingdom of the Netherlands

A similar unusual example is the Kingdom of the Netherlands. As of 10 October 2010, the Kingdom of the Netherlands consists of four countries:

 Netherlands proper

Each is expressly designated as a land in Dutch law by the Charter for the Kingdom of the Netherlands. Unlike the German Länder and the Austrian Bundesländer, landen is consistently translated as "countries" by the Dutch government.

Israel

Israel's definition of a nation state differs from other countries as its concept of a nation state is based on the ethnoreligious group (in this case, Jews) rather than solely on ethnicity, while the ancient language of the Jewish people, Hebrew, was revived as a national and official language as a unifying bond between them.

Israel was founded as a Jewish state in 1948. Its "Basic Laws" describe it as both a Jewish and a democratic state. According to the Israel Central Bureau of Statistics, 75.7% of Israel's population is Jewish. Large numbers of Jews continue to emigrate to Israel. Arabs, who make up 20.4% of the population, are the largest ethnic minority in Israel. Israel also has very small communities of Armenians, Circassians, Assyrians, Samaritans, and persons of some Jewish heritage. There are also some non-Jewish spouses of Israeli Jews. However, these communities are very small, and usually number only in the hundreds or thousands.

Pakistan

Pakistan, even being an ethnically diverse country and officially a federation, is regarded as a nation state due to its ideological basis on which it was given independence from British India as a separate nation rather than as part of a unified India. Different ethnic groups in Pakistan are strongly bonded by their common Muslim identity, common cultural and social values, common historical heritage, a national Lingua franca (Urdu) and joint political, strategic and economic interests.

 

Minorities

The most obvious deviation from the ideal of 'one nation, one state', is the presence of minorities, especially ethnic minorities, which are clearly not members of the majority nation. An ethnic nationalist definition of a nation is necessarily exclusive: ethnic nations typically do not have open membership. In most cases, there is a clear idea that surrounding nations are different, and that includes members of those nations who live on the 'wrong side' of the border. Historical examples of groups, who have been specifically singled out as outsiders, are the Roma and Jews in Europe.

Negative responses to minorities within the nation state have ranged from cultural assimilation enforced by the state, to expulsion, persecution, violence, and extermination. The assimilation policies are usually enforced by the state, but violence against minorities is not always state initiated: it can occur in the form of mob violence such as lynching or pogroms. Nation states are responsible for some of the worst historical examples of violence against minorities: minorities not considered part of the nation.

However, many nation states accept specific minorities as being part of the nation, and the term national minority is often used in this sense. The Sorbs in Germany are an example: for centuries they have lived in German-speaking states, surrounded by a much larger ethnic German population, and they have no other historical territory. They are now generally considered to be part of the German nation and are accepted as such by the Federal Republic of Germany, which constitutionally guarantees their cultural rights. Of the thousands of ethnic and cultural minorities in nation states across the world, only a few have this level of acceptance and protection.

Multiculturalism is an official policy in many states, establishing the ideal of peaceful existence among multiple ethnic, cultural, and linguistic groups. Many nations have laws protecting minority rights.

When national boundaries that do not match ethnic boundaries are drawn, such as in the Balkans and Central Asia, ethnic tension, massacres and even genocide, sometimes has occurred historically.

Ideally, the border of a nation state extends far enough to include all the members of the nation, and all of the national homeland. Again, in practice some of them always live on the 'wrong side' of the border. Part of the national homeland may be there too, and it may be governed by the 'wrong' nation. The response to the non-inclusion of territory and population may take the form of irredentism: demands to annex unredeemed territory and incorporate it into the nation state.

Irredentist claims are usually based on the fact that an identifiable part of the national group lives across the border. However, they can include claims to territory where no members of that nation live at present, because they lived there in the past, the national language is spoken in that region, the national culture has influenced it, geographical unity with the existing territory, or a wide variety of other reasons. Past grievances are usually involved and can cause revanchism.

It is sometimes difficult to distinguish irredentism from pan-nationalism, since both claim that all members of an ethnic and cultural nation belong in one specific state. Pan-nationalism is less likely to specify the nation ethnically. For instance, variants of Pan-Germanism have different ideas about what constituted Greater Germany, including the confusing term Grossdeutschland, which, in fact, implied the inclusion of huge Slavic minorities from the Austro-Hungarian Empire.

Typically, irredentist demands are at first made by members of non-state nationalist movements. When they are adopted by a state, they typically result in tensions, and actual attempts at annexation are always considered a casus belli, a cause for war. In many cases, such claims result in long-term hostile relations between neighbouring states. Irredentist movements typically circulate maps of the claimed national territory, the greater nation state. That territory, which is often much larger than the existing state, plays a central role in their propaganda.

Irredentism should not be confused with claims to overseas colonies, which are not generally considered part of the national homeland. Some French overseas colonies would be an exception: French rule in Algeria unsuccessfully treated the colony as a departement of France.

Future

It has been speculated by both proponents of globalization and various science fiction writers that the concept of a nation state may disappear with the ever-increasingly interconnected nature of the world. Such ideas are sometimes expressed around concepts of a world government. Another possibility is a societal collapse and move into communal anarchy or zero world government, in which nation states no longer exist and government is done on the local level based on a global ethic of human rights

This falls into line with the concept of internationalism, which states that sovereignty is an outdated concept and a barrier to achieving peace and harmony in the world, thus also stating that nation states are also a similar outdated concept.

If the nation state begins to disappear, it may well be the direct or indirect result of globalization and internationalism. The two concepts state that sovereignty is an outdated concept and, as the concept and existence of a nation state depends on 'untouchable' sovereignty, it is therefore reasonable to assume that.

Globalization especially has helped to bring about the discussion about the disappearance of nation states, as global trade and the rise of the concepts of a 'global citizen' and a common identity have helped to reduce differences and 'distances' between individual nation states, especially with regards to the internet.

Clash of civilizations

The theory of the clash of civilizations lies in direct contrast to cosmopolitan theories about an ever more-connected world that no longer requires nation states. According to political scientist Samuel P. Huntington, people's cultural and religious identities will be the primary source of conflict in the post–Cold War world.

The theory was originally formulated in a 1992 lecture at the American Enterprise Institute, which was then developed in a 1993 Foreign Affairs article titled "The Clash of Civilizations?", in response to Francis Fukuyama's 1992 book, The End of History and the Last Man. Huntington later expanded his thesis in a 1996 book The Clash of Civilizations and the Remaking of World Order.

Huntington began his thinking by surveying the diverse theories about the nature of global politics in the post–Cold War period. Some theorists and writers argued that human rights, liberal democracy and capitalist free market economics had become the only remaining ideological alternative for nations in the post–Cold War world. Specifically, Francis Fukuyama, in The End of History and the Last Man, argued that the world had reached a Hegelian "end of history".

Huntington believed that while the age of ideology had ended, the world had reverted only to a normal state of affairs characterized by cultural conflict. In his thesis, he argued that the primary axis of conflict in the future will be along cultural and religious lines.

As an extension, he posits that the concept of different civilizations, as the highest rank of cultural identity, will become increasingly useful in analyzing the potential for conflict.

In the 1993 Foreign Affairs article, Huntington writes:

It is my hypothesis that the fundamental source of conflict in this new world will not be primarily ideological or primarily economic. The great divisions among humankind and the dominating source of conflict will be cultural. Nation states will remain the most powerful actors in world affairs, but the principal conflicts of global politics will occur between nations and groups of different civilizations. The clash of civilizations will dominate global politics. The fault lines between civilizations will be the battle lines of the future

Power

Some countries most often considered to be superpowers, some countries most often considered to be great powers, other countries most often considered to be middle powers, and other countries also sometimes considered to be middle powers.

The concept of power in international relations can be described as the degree of resources, capabilities, and influence in international affairs. It is often divided up into the concepts of hard power and soft power, hard power relating primarily to coercive power, such as the use of force, and soft power commonly covering economics, diplomacy and cultural influence. However, there is no clear dividing line between the two forms of power.

National Interest

Perhaps the most significant concept behind that of power and sovereignty, national interest is a state’s action in relation to other states where it seeks to gain advantage or benefits to itself. National interest, whether aspirational or operational, is divided by core/vital and peripheral/non-vital interests. Core or vital interests constitute the things which a country is willing to defend or expand with conflict such as territory, ideology (religious, political, economic), or its citizens. Peripheral or non-vital are interests which a state is willing to compromise. For example, in the German annexation of the Sudetenland in 1938 (a part of Czechoslovakia) under the Munich Agreement, Czechoslovakia was willing to relinquish territory which was considered ethnically German in order to preserve its own integrity and sovereignty.

 

Non-State Actors

In the 21st century, the status-quo of the international system is no longer monopolized by states alone. Rather, it is the presence of non-state actors, who autonomously act to implement unpredictable behavior to the international system. Whether it is transnational corporations, liberation movements, non-governmental agencies, or international organizations, these entities have the potential to significantly influence the outcome of any international transaction. Additionally, this also includes the individual person as while the individual is what constitutes the states collective entity, the individual does have the potential to also create unpredicted behaviors. Al-Qaeda, as an example of a non-state actor, has significantly influenced the way states (and non-state actors) conduct international affairs.

Power Blocs

The existence of power blocs in international relations is a significant factor which is related to Polarity. Particularly during the Cold War, the alignment of several nations to one side or another based on ideological differences or national interests has become an endemic feature of international relations. Unlike prior, shorter-term blocs, the Western and Soviet bloc’s sought to spread their national ideological differences to other nations. Leaders like U.S. President Harry S. Truman under the Truman Doctrine believed it was necessary to spread democracy whereas the Warsaw Pact under Soviet policy sought to spread communism. After the Cold War, and the dissolution of the ideologically homogenous Eastern bloc still gave rise to others such as the South-South Cooperation movement.

Polarity

Polarity in international relations refers to the arrangement of power within the international system. The concept arose from bipolarity during the Cold War, with the international system dominated by the conflict between two superpowers, and has been applied retrospectively by theorists. However, the term bipolar was notably used by Stalin who said he saw the international system as a bipolar one with two opposing powerbases and ideologies. Consequently, the international system prior to 1945 can be described as multi-polar, with power being shared among Great powers.

The collapse of the Soviet Union in 1991 had led to what some would call uni polarity, with the United States as a sole superpower. However, due to China's continued rapid economic growth (in 2010 it became the world's second-largest economy), combined with the respectable international position they hold within political spheres and the power that the Chinese Government exerts over their people (consisting of the largest population in the world), there is debate over whether China is now a superpower or a possible candidate in the future.

Several theories of international relations draw upon the idea of polarity.
The balance of power was a concept prevalent in Europe prior to the First World War, the thought being that by balancing power blocs it would create stability and prevent war. Theories of the balance of power gained prominence again during the Cold War, being a central mechanism of Kenneth Waltz's Neorealism. Here, the concepts of balancing (rising in power to counter another) and bandwagonning (siding with another) are developed.

Hegemonic stability theory (developed by Robert Gilpin) also draws upon the idea of polarity, specifically the state of unipolarity. Hegemony is the preponderance of power at one pole in the international system, and the theory argues this is a stable configuration because of mutual gains by both the dominant power and others in the international system. This is contrary to many neorealist arguments, particularly made by Kenneth Waltz, stating that the end of the Cold War and the state of unipolarity is an unstable configuration that will inevitably change.

This can be expressed in power transition theory, which states that it is likely that a great power would challenge a hegemony after a certain period, resulting in a major war. It suggests that while hegemony can control the occurrence of wars, it also results in the creation of one. Its main proponent, A.F.K. Organski, argued this based on the occurrence of previous wars during British, Portuguese and Dutch hegemony.

Interdependence

Many advocate that the current international system is characterized by growing interdependence; the mutual responsibility and dependency on others. Advocates of this point to growing globalization, particularly with international economic interaction. The role of international institutions, and widespread acceptance of a number of operating principles in the international system, reinforces ideas that relations are characterized by interdependence.

 

Dependency

Dependency theory is a theory most commonly associated with Marxism, stating that a set of core states exploit a set of weaker periphery states for their prosperity. Various versions of the theory suggest that this is either an inevitability (standard dependency theory), or use the theory to highlight the necessity for change (Neo-Marxist).

 

Systemic tools of international relations

Diplomacy is the practice of communication and negotiation between representatives of states. To some extent, all other tools of international relations can be considered the failure of diplomacy. Keeping in mind, the use of other tools are part of the communication and negotiation inherent within diplomacy. Sanctions, force, and adjusting trade regulations, while not typically considered part of diplomacy, are actually valuable tools in the interest of leverage and placement in negotiations.

  • Sanctions are usually a first resort after the failure of diplomacy, and are one of the main tools used to enforce treaties. They can take the form of diplomatic or economic sanctions and involve the cutting of ties and imposition of barriers to communication or trade.
  • War, the use of force, is often thought of as the ultimate tool of international relations. A widely accepted definition is that given by Clausewitz, with war being "the continuation of politics by other means". There is a growing study into 'new wars' involving actors other than states. The study of war in international relations is covered by the disciplines of 'War Studies' and 'Strategic studies'.
  • The mobilization of international shame can also be thought of as a tool of international relations. This is attempting to alter states' actions through 'naming and shaming' at the international level. This is mostly done by the large human rights NGOs such as Amnesty International (for instance when it called Guantanamo Bay a "Gulag"), or Human Rights Watch. A prominent use of was the UN Commission on Human Rights 1235 procedure, which publicly exposes state's human rights violations. The current United Nations Human Rights Council has yet to use this Mechanism
  • The allotment of economic and/or diplomatic benefits. An example of this is the European Union's enlargement policy. Candidate countries are allowed entry into the EU only after the fulfillment of the Copenhagen criteria.

Regime type

It is often considered that a state's form of government can dictate the way that a state interacts with others in the international system.

Democratic peace theory is a theory that suggests that the nature of democracy means that democratic countries will not go to war with each other. The justifications for this are that democracies externalize their norms and only go to war for just causes, and that democracy encourages mutual trust and respect.

Communism justifies a world revolution, which similarly would lead to peaceful coexistence, based on a proletarian global society. the power politics is also considered

Revisionism/status quo

States can be classified by whether they accept the international status quo, or are revisionist, i.e. want change. Revisionist states seek to fundamentally change the rules and practices of international relations, feeling disadvantaged by the status quo. They see the international system as a largely western creation which serves to reinforce current realities. Japan is an example of a state that has gone from being a revisionist state to one that is satisfied with the status quo, because the status quo is now beneficial to it.

Religion

It is often considered that religion can have an effect on the way a state acts within the international system. Religion is visible as an organising principle particularly for Islamic states, whereas secularism sits at the other end of the spectrum, with the separation of state and religion being responsible for the liberal international relations theory.

Individual or sub-unit level concepts

The level beneath the unit (state) level can be useful both for explaining factors in international relations that other theories fail to explain, and for moving away from a state-centric view of international relations.

  • Psychological factors in international relations – Evaluating psychological factors in international relations comes from the understanding that a state is not a "black box" as proposed by Realism, and that there may be other influences on foreign policy decisions. Examining the role of personalities in the decision making process can have some explanatory power, as can the role of misperception between various actors. A prominent application of sub-unit level psychological factors in international relations is the concept of Groupthink, another is the propensity of policymakers to think in terms of analogies.
  • Bureaucratic politics – Looks at the role of the bureaucracy in decision making, and sees decisions as a result of bureaucratic in-fighting, and as having been shaped by various constraints.
  • Religious, ethnic, and secessionist groups – Viewing these aspects of the sub-unit level has explanatory power with regards to ethnic conflicts, religious wars, transnational diaspora (diaspora politics) and other actors which do not consider themselves to fit with the defined state boundaries. This is particularly useful in the context of the pre-modern world of weak states.
